In Graz we accepted N3411, allowing source files without a final newline, 
and N3478, making partial comments at the end of a file a constraint 
violation, and it was said that we should have a followup paper to allow a 
"//" comment at the end of the file without a final newline (though it 
wasn't clear who would be writing that followup paper).

I think we need such a followup to N3411 for other cases as well.  
Specifically, the syntax for many preprocessing directives includes 
new-line.  This leaves it unclear what the effects should be if the source 
file ends with a preprocessing directive without the final newline 
character, but literally it looks like such cases would be syntax 
violations.  I don't think that's what was intended when we accepted N3411 
- I think the clear expectation is that it would be as if a newline were 
always added at the end of the file, so such a preprocessing directive has 
its usual effect.
