Hello,
I prefer a direct statement instead of a double negation, something
like

        1 If the declaration of an identifier for an object is a
        tentative definition with incomplete type and internal
        linkage, the type of the object shall be completed before the
        end of the translation unit.

This is meant to be less ambiguous than the proprosed change, because
in fact there are at least two types involved. The first is the type
of the tentative definition at hand, and the second is the possible
type of a compatible declaration that completes the first. The "before
the end" is there, such that it is not implied that there is some
miracle intervening that forces the type to be considered to be
complete, but that a completion has effectively to be provided.
