At the SC22 Plenary, SC22 authorised work on a 3rd Corrigendum.  That is
all the authority we need.

The reason for the 3rd corrigendum is, of course, so that the Fortran 90
standard, as amended by the three corrigenda, can be referred to as being
the definitive Fortran 90, as opposed to Fortran 95 - which includes a
number of additions as well as, hopefully, F90 + 3 corrigenda.
