I have agreed to take over from Wolfgang as editor of the exceptions
TR development body. 

My belief it is is essential to have at least an outline "full" proposal
if any subset is to be acceptable to wg5. Without it, how can we be sure
that we do not have an inconsistency? I met Richard Hanson and 
Wolfgang Walter at a meeting in Hamburg. Richard made a key
suggestion:  to make conditions a derived type in an intrinsic module.
It avoids having to mess around with new rules for a new intrinsic
type. In fact, it actually simplifies the Edinburgh proposal while
adding user-defined conditions, which wg5 very much wanted.

With some help from Jerry, Richard Hanson, and Lawrie, I have prepared
a draft full proposal. It is based on the Edinburgh proposal with the
revisions that I prepared ahead of the Boston meeting (so it meets many
of the ballot comments). Based on this, I have made a first stab at the
TR itself. I have retained user conditions because they add very little
extra complication and avoid the need for very artificial uses of the
intrinsic conditions. It was pretty sordid in the Edinburgh proposal
and it would be even worse with only 5 intrinsic conditions.

Now is the time to start operating as a development body. Would you like
to join it? It was envisaged that it would be small and active. My
feeling is that individuals may wish to move in and out of being active. 
I am perfectly happy to have people in the body those who expect only to
keep a watch on developments. I envisage quite a large body, with
perhaps 20 members, of which about five are active at any one time.
