I have taken a stab at converting the varying string standard into HTML. The
result is on the WWW with URL
"ftp://ftp.liv.ac.uk/pub/fortran_std/is1539-2.html"

This was a fairly obvious hand cranked conversion. The links and anchors are all
internal to the file except that the example module and programs are links to
the source files already available in the same ftp directory. The main and
module files are fairly big so this may not be the best way of structuring such
a document for WWW usage. I would welcome comments. Is this a useful way of
presenting standards? Could this be a useful method of working in the
development as well "publishing" standards?
