I am certain that it is not mandatory.  Since JTC1 appear to have only
announced their new guidelines a month before they are due to come into
effect there would be near to universal revolt, I imagine, if any attempt
was made to force this on anyone.

As I understand it, and I only received Bill Rhinehuls' message shortly
before most of you (since I got it on the SC22 mailing list, as did Jeanne -
who then reposted it to WG5), there is no compulsion anyway to submit
any documents in electronic form (and the current Directives, I believe, still
state that any electronic copy of DISs should be in SGML - which directly
contradicts this statement).

As far as we are concerned, I don't think that we ever anticipated submitting
a FRAME file to ITTF, but that we would use it for internal purposes to
actually produce the document.  I see no reason to change - and every reason 
not to.

I shall endeavour to find out more before Tokyo.
