As Rich noted, these are guidelines only.  I have no way of knowing how
strongly they will be pressed on us.  Usually there is a "grandfather
clause" when new procedures are imposed, so I should think there would
be no need to convert to some other editing form at this point.  At
any rate, nothing should affect the progress of the draft for the
purposes of the WG5 meeting and following X3J3 meeting.  Perhaps by
then we will have a better feeling about whether there is a need to
pay attention to these guidelines for F95 or even F2000.
