Dear WG5-ers,

As you will know from Jeanne Martin's email last week, I have been nominated
by the BSI as Convenor of WG5 in succession to Jeanne, following the US 
decision to relinquish the Secretariat.  Although there will have to be a
letter ballot within SC22, Jeanne has asked me if I will take over from her
with immediate effect (on an "acting Convenor" basis) since, as you know, she
no longer has any funding for any Fortran standards activities from her
employers.

Since this will involve the distribution of documents prior to the Tokyo
meeting, I thought that I should contact evryone by email now to inform you
all of the altered arrangements.

First of all, any papers for distribution before the Tokyo meeting should
be sent to me, either electronically to <Miles.Ellis@etrc.ox.ac.uk> or by
post to

Any such papers should arrive NO LATER THAN FRIDAY 3RD MARCH 1995 if they
are to be included in the pre-Tokyo distribution.

The main item in this distribution will be the draft text of Fortran 95, and
this will be placed on the X3J3 ftp server on March 3rd.  Since the cost of
copying and distributing such a large document is quite large, I would very
much appreciate it if anyone who intends to make their own copy of the 
document would inform me so that I can avoid sending them an extra copy.
(Note that by agreement with X3J3, none of the US members of WG5 will be sent
a copy of this document as they are all used to printing their own copies for
use within X3J3.)

Apart from this, the distribution will be carried out much as before.  However,
I strongly believe that we should make more use of electronic forms of 
document dissemination in the future, wherever possible, and propose to add
a discussion of this subject to the agenda in Tokyo.

The second point that I should like to make is that the primary purpose of
the Tokyo meeting is to finalise the document that will be submitted for CD
ballot.  Although X3J3 has worked very hard to complete the integration of
the new features, there is still work to be done, and we shall need to go
through the draft standard very carefully in Tokyo.  I very much hope,
therefore, that all member bodies will send good-sized delegations so that
we can give X3J3, which is meeting in Maui the following week, a complete list
of all changes that are to be made to the draft before it is sent to SC22.

Finally, I should like to say that Jeanne Martin will be a hard act to follow,
and I hope that you will forgive me if things don't go quite as smoothly as
I might hope from time to time while I am getting the feel of things.
