WG5 put J3-039 (Rank > 7) onto the "required" list at Delft.  The
resolutions don't indicate a revision of the proposal in N1626, but I do
remember straw votes about the new rank limit.  I don't see it in my
notes, however.  Does anybody have notes about it?
