All resolutions were passed unanimously except: AG2 - Japan voted against. ************************** DRAFT ******************************* Resolution A Endorsement of report from SC22 chairman to JTC1 SWG on JTC1 organization ISO/IEC JTC1/SC22 endorses the report from the SC22 chairman to JTC1 SWG on JTC1 organization (document SC22/N955). Resolution B SC14 liaison to SC22/WG11 ISO/IEC JTC1/SC22 requests the convenor of SC22/WG11 to investigate the need for a liaison between SC14 and SC22/WG11, and to report to SC22 about his findings. Resolution C SC22 liaison to SC1 ISO/IEC JTC1/SC22 - notes that there is an urgent need for SC22 to establish liaison with SC1; - invites Member Bodies to nominate candidates for a liaison representative to SC1. Resolution E REXX and Parallel Processing ISO/IEC JTC1/SC22 - invites the United States of America Member Body to prepare and forward to the SC22 secretariat a description of its projects for REXX and Parallel Processing Constructs for High Level Programming Languages; - instructs the SC22 secretariat to conduct letter ballots to determine the interest of National Bodies in having either of these projects added to the programme of work in SC22. Resolution F Working Group Reporting ISO/IEC JTC1/SC22, to ensure effective project management and accurate reporting to JTC1, instructs working group convenors henceforth to inform the SC22 secretariat promptly of: - all future working group meetings; - all changes in project status; and - all changes in target dates. Resolution G Confirmation of Project Editors ISO/IEC JTC1/SC22 reminds working group convenors that Project Editors must be approved by SC22 and instructs working group convenors to identify to the SC22 secretariat any Project Editor appointments which need to be confirmed. Resolution H Extended Pascal Binding to LCAS ISO/IEC JTC1/SC22 - requests the WG2 convenor to revise, if necessary, the NP for Extended Pascal binding to LCAS (SC22/N1034) to incorporate any comments received during the plenary meeting and forward the NP to the SC22 secretariat; - instructs the SC22 secretariat to distribute the NP to SC22 member bodies for approval and, if approved, to forward the NP to JTC1. Resolution J Transfer of the Tasks of the Ad Hoc Group on Character Handling Requirements in Programming Languages to WG20. ISO/IEC JTC1/SC22, recognizing that the work of the Ad Hoc Group is incomplete - transfers the tasks of the Ad Hoc Group to WG20; - requests the convenor of WG20 to query the members of the Ad Hoc Group for available documentation and identification of issues; - instructs the members of the Ad Hoc Group to respond to the query from the WG20 convenor in a timely manner; and - instructs WG20 to note and review the work of the Ad Hoc Group on Character Handling Requirements; - instructs the convenor of WG20 to incorporate the tasks of the Ad Hoc Group into the work of WG20, and report any exceptions to SC22. Resolution K Disbandment of the Ad Hoc Group on Character Handling Requirements in Programming Languages, and Appreciations ISO/IEC JTC1/SC22 - disbands its Ad Hoc Group on Character Handling Requirements in Programming Languages; - thanks Mr. Francois Genuys for convening the Paris meeting of the Ad Hoc Group; - thanks Dr. Miles Ellis for convening the London meeting of the Ad Hoc Group; and - thanks all members of the Ad Hoc Group for their contributions. Resolution L Contact names for National Standards Language Projects ISO/IEC JTC1/SC22 - requests its Member Bodies to provide the SC22 secretariat with a contact name for any currently active National standards projects believed to be within the scope of SC22 that are not active projects in SC22; - instructs SC22 secretariat to distribute to SC22 these contact names. Resolution M Appreciation to Mr. Jim Isaak, termination of liaison to TSG1 ISO/IEC JTC1/SC22 thanks Mr. Jim Isaak for his work as SC22 liaison representative to ISO/IEC JTC1/TSG1, and, since TSG1's work has completed, terminates this liaison. Resolution N APL - Termination of Subproject ISO/IEC JTC1/SC22 - notes the statement of direction in the WG3 (APL) convenor's report (as supported by resolution WG3/N286R, which was unanimously approved by WG3 at its 1991 meeting); - notes that this technical direction no longer necessitates the production of a TR by subproject JTC1.22.24.02; - recommends to JTC1 the deletion of subproject JTC1.22.24.02. Resolution P Appreciation to Mr. Mike Woodger ISO/IEC JTC1/SC22 expresses its warmest thanks and appreciation to Mr. Mike Woodger for his many years of service to SC5 (SC22's predecessor subcommittee), and several SC5 and SC22 working groups in furthering the development and standardization of programming languages. SC22 extends to him its best wishes for a long and enjoyable retirement. Resolution S Responsibility for the maintenance of the International Fortran standard ISO/IEC JTC1/SC22 requests that the United States of America member body accept responsibility for maintenance of ISO/IEC 1539:1991 (Fortran 90). Resolution T Multi-part Structure of Language Independent Arithmetic Standard ISO/IEC JTC1/SC22 approves that the standards currently under preparation by SC22/WG11 in work items JTC1.22.28 (Language Compatible Arithmetic Standard), JTC1.22.33 (Language Compatible Mathematical Procedure Standard) and JTC1.22.34 (Language Compatible Complex Arithmetic and Procedure Standard) be structured as a multi-part standard IS 10967, with the following parts: 10967-1: Language Independent Arithmetic: Integer and Floating Point Arithmetic Standard 10967-2: Language Independent Arithmetic: Mathematical Procedure Standard 10967-3: Language Independent Arithmetic: Complex Arithmetic and Procedure Standard Resolution U Request for simultaneous meeting between SC22 and SC21/WG6/RPC Rapporteur Group ISO/IEC JTC1/SC22 - notes it was the understanding of WG11 in Arles, during its combined meeting with the SC21/WG6/RPC group, that that group agreed with WG11 that a further simultaneous meeting of the two groups in February 1992 was desirable. However, the RPC group was bound by SC21 procedures, limiting the number and timing of such interim meetings, which prevented such a meeting; - notes that WG11 feels that such a joint technical session is necessary for the timely production of aligned International Standards for CLID, CLIPCM and RPC; and therefore - requests its chairman to make his best efforts to arrange with SC21 that the SC21/WG6/RPC Rapporteur Group is permitted to meet simultaneously with SC22/WG11 in February 1992, tentatively in the USA. Resolution W Approval of CD registrations ISO/IEC JTC1/SC22 approves the CD registration of the following documents: - The revised version of SC22/N967: POSIX 9945-2: UPE (User Portable Extension) document based on draft circulated as SC22/N967 - Document N1009 - WD on FIMS - Document N982 - WD on Ada - Document N1022 (??) - Basic Resolution X Endorsement of POSIX NPs ISO/IEC JTC1/SC22 endorses the following seven NPs as described in SC22/N992R (N992 with minor editorial corrections) and requests the SC22 secretariat to forward the proposals to JTC1: - Test Methods for Measuring Conformance to POSIX - Guide to POSIX Open System Environments - System API Amendment [base] - System API Amendment [for Real Time] - Shell and Utility Amendment - System API Security Amendment - Shell and Utility Security Amendment Resolution Y OSCRL commendation ISO/IEC JTC1/SC22 - notes that WG15 has carefully reviewed the work of the OSCRL Rapporteur Group, and taken this into account in the development of the POSIX (9945) documents; - notes that no further work has been identified for the JTC1 OSCRL group; - believes that the contribution of the OSCRL Rapporteur group should be duly recognized; therefore, - urges JTC1 to commend the members of the JTC1 OSCRL Rapporteur group, especially Mr. Ian Newman and Mr. Herman Weegenaar, for the successful completion of their task. Resolution Z Appreciation of Maintainers of E-mail Reflectors ISO/IEC JTC1/SC22 - notes that the use of electronic mail has proved very useful in facilitating the work of SC22; and - thanks Mr. Gerhard Schmitt and Mr. Keld Simonsen for developing and maintaining their E-mail reflectors. Resolution AA Distribution of Technical Reports ISO/IEC JTC1/SC22 instructs the SC22 secretariat to send a copy of the following SC22 Technical Reports to working group convenors in order to facilitate their work: - TR 10176:1991 - Guidelines for the preparation of programming language standards - TR 10034:1990 - Guidelines for the Preparation of Conformity Clauses in Programming Language Standards - TR 9547:1988 - Test Methods - Guidelines for their development and acceptability. Resolution AB Subdivision of work item JTC1.22.22 - Prolog ISO/IEC JTC1/SC22 - notes that WG17 has reached substantial agreement on most features to be defined in standard Prolog but that more work is required in defining a facility for modules; - authorizes the subdivision of the work item JTC1.22.22 - Prolog as follows: JTC1.22.22.01 - Prolog: Part 1, General Core JTC1.22.22.02 - Prolog: Part 2, Modules. Resolution AC Position of FIMS in SC22 ISO/IEC JTC1/SC22 endorses the position of the WG18 convenor (document N1024) opposing the transfer of FIMS, and instructs its chair to report this to JTC1, and the secretariat to notify JTC1. Resolution AD Appreciation Mr. Brian Meek; note to WG convenors ISO/IEC JTC1/SC22 - expresses its thanks to Mr. Brian Meek for his work as project editor of the Technical Report TR 10176 - Guidelines for the preparation of programming language standards; - notes that TR 10176 is now published, and draws the attention of its working groups to its contents. Resolution AF Improving Language Standardization ISO/IEC JTC1/SC22 - notes the contribution in VA-03; - instructs the SC22 secretariat to distribute this paper to SC22; - invites the United Kingdom Member Body to investigate and develop the ideas expressed in it and report to the next SC22 plenary; and - invites interested Member Bodies and experts to contact Mr. Roger Scowen and contribute to his investigation. Resolution AG1 SC22 Title and Area of work ISO/IEC JTC1/SC22 instructs the SC22 secretariat to inform JTC1 that the following title and area of work describes the current work of SC22: Title: Programming Languages and their Environments Area of work: Standardization of programming languages and their environments including: - specification techniques; and - common facilities and interfaces. Excluded: specialized languages or environments assigned to the program of work of another subcommittee or technical committee. Resolution AG2 Proposal SC22 Title and Area of work ISO/IEC JTC1/SC22 endorses the title and area of work in resolution AG1 as appropriate for the future work of SC22, and requests that JTC1 approve this revision. Resolution AH Title and Terms of Reference of SC22/WG20 ISO/IEC JTC1/SC22 adopts the following Title and Terms of Reference for WG20: Title: Internationalization Terms of Reference: - identification of elements relevant to the work of SC22 that may be affected by differences in language, culture, customs and habits; and - for these elements, develop standards that enable applications to be portable across differing cultural practices; and - develop a Technical Report that describes a framework for nations to provide those elements. Resolution AI Title and Terms of Reference of SC22/WG21 ISO/IEC JTC1/SC22 adopts the following Title and Terms of Reference for WG21: Title: C++ Terms of reference: development of ISO standards for the programming language C++. Resolution AK Differences between C and C++ Notwithstanding that C and C++ are separate languages, ISO/IEC JTC1/SC22 directs WG21 to document differences in accordance with ISO/IEC TR 10176. Resolution AL WG14 (C) and WG21 (C++) Coordination While recognizing the need to preserve the respective and different goals of C and C++, ISO/IEC JTC1/SC22 directs WG14 and WG21 to ensure, in current and future development of their respective languages, that differences between C and C++ are kept to the minimum. The word "differences" is taken to refer to strictly conforming programs of C which either are invalid programs in C++ or have different semantics in C++. Resolution AM Establishment of Interpretations Ad Hoc Group ISO/IEC JTC1/SC22 establishes an Interpretations Ad Hoc Group, under the leadership of Mr. John Hill, to: - develop a proposed set of guidelines on how interpretations for SC22 Standards might be handled and made available; - keep all SC22 working group convenors aware of the proposal being developed in this area; - report this proposal prior to the next SC22 plenary so that National Bodies can consider the proposal, and take action on these proposals at the plenary. The membership of the Interpretations Ad Hoc Group will include convenors; others interested in participating are to contact Mr. Hill. The Ad Hoc Group is intended to work by e- mail and correspondence. Resolution AN Interim Interpretations In the absence of guidelines from JTC1 or SC22 on how to proceed with interpretations of SC22 standards, ISO/IEC JTC1/SC22 instructs its working groups to develop interim methods to address requests in this area, and to provide feedback to the SC22 Interpretations Ad Hoc Group as appropriate. Resolution AO WG16 Progress of Work ISO/IEC JTC1/SC22, noting the slow progress in the development of the Lisp standard, instructs WG16 to - select a base document by the conclusion of their January 1992 meeting; and - at or before the next SC22 plenary meeting, comply with clause 2.1.3.10 of the JTC1 Directives by progressing their work beyond stage 2, unless a national body initiates action to meet the alternative requirements, extending the project for not more than 1 year. Resolution AP Ada Extensions and User Runtime Executive Interface ISO/IEC JTC1/SC22 - notes the approval of the NP on Ada extensions and User Runtime Executive Interface and assigns this work item (JTC1.22.35) to WG9 for development - recognizing the possibility of overlap between this project and projects related to Ada assigned to WG15, requests the WG9 convenor to work with the WG15 convenor and appropriate projects within WG15 to ensure that conflicts are avoided. Resolution AQ E-mail ISO/IEC JTC1/SC22 - requests Mr. David Joslin to produce a discussion paper on e-mail based on the Vienna Ad Hoc Group's proposals for replacement of Gerhard Schmitt's e-mail service, for the SC22 secretariat to circulate to SC22 Member Bodies and convenors; - directs its WG convenors, and requests its National Member Bodies, to appoint e-mail coordination officers, in accordance with the proposals of the Ad Hoc Group; and - accepts with thanks the offer by Mr. Keld Simonsen to operate the e-mail service in accordance with the proposals of the Ad Hoc Group. Resolution AR PCTE coordination ISO/IEC JTC1/SC22 - notes that PCTE addresses - software engineering, - data description and access between diverse environments, - general purpose operating system services; and - language bindings for the above; and that PCTE is closely related to work in SC22; and - instructs the SC22 secretariat to request liaison with ECMA TC33 (PCTE) to ensure that a complementary relationship between standards is achieved, and to avoid future divergence. Resolution AS Appointment of Convenors ISO/IEC JTC1/SC22 confirms appointment of the following WG convenors for a period of three years: WG3 - Dr. L. Dickey WG4 - Ms. A. Wallace WG5 - Ms. J. Martin WG13 - Mr. M. Woodman WG14 - Mr. P. Plauger WG15 - Mr. J. Isaak WG17 - Mr. R. Scowen WG18 - Mr. D. Queinnec Resolution AT COBOL Synchronization Plan ISO/IEC JTC1/SC22 - expresses its appreciation to Ms. Ann Wallace, convenor of WG4 - COBOL, for the preparation and presentation of N1025, synchronization plan for COBOL; - adopts the synchronization plan in N1025; and - instructs its convenor and WG4 to immediately implement N1025. Resolution AU POSIX Synchronization Plan ISO/IEC JTC1/SC22 - expresses its appreciation to Mr. Jim Isaak, convenor of WG15 - POSIX for the preparation and presentation of N897, synchronization plan for POSIX; - adopts the synchronization plan in N897; and - instructs its convenor and WG15 to immediately implement N897. Resolution AV FIMS Synchronization Plan ISO/IEC JTC1/SC22 - expresses its appreciation to Mr. Dan Frantz, convenor of WG18 - FIMS for the preparation and presentation of N944, synchronization plan for FIMS; - adopts the synchronization plan in N944; and - instructs its convenor and WG18 to immediately implement N944. Resolution AW C Synchronization Plan ISO/IEC JTC1/SC22 - expresses its appreciation to Mr. Bill Plauger, convenor of WG14 - C for preparing N941, synchronization plan for C, and to Mr. Tom Plum for presenting it on his behalf; - adopts the synchronization plan in N941; and - instructs its convenor and WG14 to immediately implement N941. Resolution AX Meeting Fees ISO/IEC JTC1/SC22 - expects that some situations may occur in the future where meeting fees would be desirable; - believes that a study of this subject by JTC1 would be desirable, in order to examine all aspects of the problem and develop clear guidance regarding any future use of fees in conjunction with meetings within the JTC1 organization. Resolution AY Liaison Report to SC2 ISO/IEC JTC1/SC22 directs the SC22 secretariat to forward the following liaison statement to SC2. Liaison report from SC22 to SC2. ISO/IEC JTC1/SC22 appreciates the work by SC2 in producing the multi-octet character set standard: ISO/IEC 10646. This standard is considered to become one of the fundamental base standards on which the Programming Language standards should be based. It is with concern that SC22 has noted recent extensive changes to the proposed standard that will affect several Programming Language standards. - SC22 notes that several standards developed in SC22, for example ISO/IEC 9899:1990 (Programming Language C) and ISO/IEC 9945:1990 (POSIX), indicate the end of a multi-byte character string with a NUL octet; and informs SC2 that existing systems based upon the above standards cannot make direct use of a system containing NUL octets. - SC22 brings to the attention of SC2 that it should not be assumed that a single coded character set will be used for coding all character sequences. For the foreseeable future, it is likely that many character sequences will be in IS 646, or conforming to IS 8859. It is essential that future character sets provide an escape sequence to announce the character set used to express the data that follows, IS 2022 for example. Resolution AZ Mnemonic Names for Characters ISO/IEC JTC1/SC22 - notes the continuing requirement for each character to have a short identifier to facilitate processing; - instructs WG20 to investigate this requirement and, if appropriate, to prepare an NP for consultative ballot in SC22; and - through liaison with SC2, send any NP to SC2 for their comments. Resolution BA Syntactic Meta-language ISO/IEC JTC1/SC22 - asks the UK Member Body to provide a short background paper on rationale and justification for an International Standard for syntactic meta-language; - instructs the SC22 secretariat to issue this background paper with a consultative letter ballot with the following questions: 1) Do you have an interest in an International Standard on this subject? 2) Do you have a base document to contribute? Resolution BB Liaison from SC22 to SC2 ISO/IEC JTC1/SC22 - notes Dr. Miles Ellis has resigned as liaison and thanks him for his efforts; - appoints Mr. Johan van Wingen as liaison representative to SC2; and - invites WG14, WG15 and WG20 to send Mr. Keld Simonsen as their representative to the forthcoming meeting of SC2/WG2. Resolution BC Background Material for Working Groups ISO/IEC JTC1/SC22 instructs the SC22 secretariat to distribute to present and future convenors any appropriate documents including: - ISO/IEC directives, parts 2 and 3, - JTC1 directives, - ISO Memento, - ISO Technical Reports on Terminology, - IS 2382: Vocabulary, Part 15: Programming Languages. Resolution BD Large New Work Item Proposals ISO/IEC JTC1/SC22 agrees with the principle that a period of forward planning is often needed before a major new project is embarked upon, recognizes that the procedures proposed in JTC1/N1381 (SC22/N976) cover many of the issues that need to be addressed as part of such forward planning but wishes to emphasize that it already has its own documented practices which in many cases overlap the proposed procedures and are generally better suited to its requirements. In the area of work which SC22 covers, SC22 has the following concerns: 1. We often experience pressures to produce standards quickly, to minimise divergence of language implementations, so we wish to avoid additional procedures which could delay the progress of a standard. 2. Language standards are produced almost wholly by voluntary effort, so forward planning of resources with any accuracy is almost impossible. 3. Prolonged study periods in areas where products are already on the market or under development, which is the normal situation in our area, could lead to the standards process being bypassed or ignored. 4. The assessment of technical approach, technical flexibility, resource estimation and resource scheduling are often difficult, if not impossible, given the rate of technology change taking place in the industry. 5. It is unclear what is meant by the term "large New Work Item proposals". 6. The use of established management methods and tools for handling large development projects seem not to be given sufficient prominence in the proposal. Resolution BE Appreciation to WG2 and JPC (X3J9/IEEE-770): completion of Extended Pascal ISO/IEC JTC1/SC22 is pleased to note the publication of ISO/IEC 10206:1991 (Extended Pascal), and expresses its appreciation to the convenor (Mr. David Joslin), the previous convenor (Mr. Brian Wichmann), and the members of SC22/WG2 and JPC (X3J9/IEEE-770) for successfully completing project JTC1.22.19. Resolution BF Appreciation to WG5 and X3J3: completion of Fortran 90 ISO/IEC JTC1/SC22 is pleased to note the publication of ISO/IEC 1539:1991 (Fortran 90), and expresses its appreciation to the convenor (Ms. Jeanne Martin), and the members of SC22/WG5 and X3J3 for successfully completing project JTC1.22.02.01. Resolution BG Appreciation to WG14 and X3J11: completion of C ISO/IEC JTC1/SC22 is pleased to note the publication of ISO/IEC 9899:1990 (C), and expresses its appreciation to the convenor (Mr. Bill Plauger), and the members of SC22/WG14 and X3J11 for successfully completing project JTC1.22.20.01. Resolution BH Appreciation to Mr. Roger Henry ISO/IEC JTC1/SC22 thanks Mr. Roger Henry for his work as WG13 (Modula-2) convenor. Resolution BI Correct References in ECMA Standards ISO/IEC JTC1/SC22 requests ECMA to ensure that the PCTE standard will reference ISO standards where they exist, instead of other standards and that the current ISO standards are referenced, before forwarding the PCTE standard to ISO. Resolution BJ Subdivision Modula-2 Project ISO/IEC JTC1/SC22 instructs the SC22 secretariat to submit a corrected version of VA-13 to JTC1 for endorsement as a project subdivision or as a set of new work items for ballot and or some combination thereof, at the discretion of the secretary and chairman of SC22 on consideration of the original Modula-2 project description. Resolution BK Appreciation to WG15 and IEEE TCOS: completion of POSIX 9945-1 ISO/IEC JTC1/SC22 is pleased to note the publication of ISO/IEC 9945-1:1990 (POSIX), and expresses its appreciation to the convenor (Mr. Jim Isaak) and the members of SC22/WG15 and IEEE TCOS for successfully completing project JTC1.22._.__.__. Resolution BL Appreciation to Convenors ISO/IEC JTC1/SC22 notes with pleasure that every working group convenor was either present at this meeting, or had sent a representative. Resolution BZ Appreciation ISO/IEC JTC1/SC22 expresses its appreciation to all those who have assisted in the work of this meeting, and in particular, (a) The Technical University of Vienna, for providing facilities for the meetings and secretariat support; (b) Magnifizenz Prof. Dr. techn.
