To: SC22/Linux Study Group
From: Japan
Subject: Publication methods of possible international standard for Linux

Japan supposes that possible international standard of Linux will be made
either by adopting a defacto standard specification of Linux or by
collecting information of Linux available as open source. For both cases,
whereas most of those documents are also licensed under an open source
license, for example GNU Free Document License, ISO/IEC should allow
everyone to access to the international standard freely, unless ISO/IEC get
special agreement from the authors of the original documents.

The publication methods need to be discussed in the ISO/IEC
JTC1/SC22/Linux study group and should be proposed to ISO/IEC JTC1 for
approval. Japan
would suggest that the international standard for Linux should be placed on
the ISO/IEC JTC1 Website for free download, and paper copy of the
standard may be distributed with fee.
