Minot (France) opened the inaugural meeting of WG22 at 14:00 hours on Monday, 27 March 1995 in the University Arms Hotel in Cambridge, United Kingdom. Mr. Minot drew attention to the other meetings taking place during the week at the University Arms and reminded WG22 members that, as had been indicated in the venue notice (WG22 N4) : a joint technical group meeting of ECMA TC33-TGOO, JTC1/SC22/WG22 and the OMG PCTE Special Interest Group will be held on 29-30 March, a meeting open to participants in any of the three groups; and WG22 members are most welcome to attend a plenary meeting of ECMA TC33 on 31 March as observers. 1.1 Introduction of participants Representatives from national bodies introduced themselves; an attendance list is given at annex A to these minutes. 2 Adoption of agenda The following extensions and changes were proposed and agreed to the agenda as previously circulated (WG22 N2) : liaisons and nomination of liaison officers to SC22 Working Groups WG9 (Ada), WG11 (binding techniques), WG14 (C), WG15 (POSIX) and WG20 (internationalization) were added under terms of reference and liaisons (items 3.4.1 through 3.4.5 respectively); liaison and nomination of a liaison officer to ECMA TC33 was added under terms of reference and liaisons (item 3.5); potential formal liaison with the OMG was added under terms of reference and liaisons (item 3.6); an item was added to address procedures and conventions applicable for joint meetings with other organizations (item 3.7); in the review of possible work items for 1995, item 5.2 on the object-oriented complementary standard and item 5.3 on the fine grained data complementary standard were combined (into single new item 5.2), a new item on further subsetting was added (item 5.6), and the other items re-numbered. recommendations regarding liaison with SC21/WG3 was added explicitly (item 7.1) as part of the report to JTC1/SC22. Thus modified, the agenda was approved and is reflected by these minutes. 3 WG22 terms of reference and liaisons The Convenor recalled that Resolution 315 of the 7th plenary meeting of JTC1/SC22 held in The Hague, Netherlands, on 19-23 September 1994 had : established WG22 as a new SC22 Working Group, assigned project number JTC1.22.47, set out the terms of reference for WG22, and accepted nominations for officers for WG22. It was recalled that SC22 had accepted the nominations of Mr. R. Minot (France) as WG22 Convenor, Mr. S.J. Dawes (United Kingdom) as WG22 Project Editor, and Mr. C. Brockway as WG22 Secretary (the latter duly confirmed by the Switzerland national body in SC22 N1730). 3.1 General terms of reference of SC22/WG22 The terms of reference for WG22 were noted as set out in SC22 Resolution 315, as given in the document of resolutions adopted at the SC22 7th plenary meeting (pages 3-4 of document SC22 N1706 : WG22 N6). 3.2 Liaison with SC7/WG11 and nomination of liaison officer Mr. H.F. Davis (United Kingdom) introduced two expert contributions he had prepared : a liaison report from SC7/WG11 to SC22/WG22 on software engineering data definition and representation (SEDDR) (WG22 N8), and a report on CDIF (WG22 N9). Contribution WG22 N8 proposed that Mr. S.J. Dawes (United Kingdom) be nominated as the liaison officer from SC22/WG22 to SC7/WG11, complementing the reverse-direction liaison from SC7/WG11 to SC22/WG22 for which Mr. Davis has already been appointed. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). Action 1.1 : Mr. S.J. Dawes (United Kingdom) It was further agreed that Mr. Dawes will prepare a proposed liaison statement from SC22/WG22 to SC7/WG11, setting out the perceived liaison plans, and transmit the text through the WG22 e-mail reflector, with a 1-month time limit for WG22 members to comment. Status : new. 3.3 Liaison with SC21/WG3 and nomination of liaison officer Dr. B.D. Bird (United Kingdom) was nominated as the liaison officer from SC22/WG22 to SC21/WG3. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). Action 1.2 : Dr. B.D. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). 3.4.4 SC22/WG15 (POSIX) Mr. K.J. Simonsen (Denmark) was nominated as the liaison officer from SC22/WG22 to SC22/WG15. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). 3.4.5 SC22/WG20 (internationalization) Mr. K.J. Simonsen (Denmark) was nominated as the liaison officer from SC22/WG22 to SC22/WG20. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). 3.5 Liaison with ECMA TC33 and nomination of liaison officer Mr. R. Minot (France) was nominated as the liaison officer from JTC1/SC22/WG22 to ECMA Technical Committee TC33. This nomination was unanimously accepted and is recorded in Resolution 1.1 (annex B). 3.6 Potential liaison with Object Management Group WG22 considered that a Category C liaison with the OMG would be beneficial. It was noted that, in accordance with JTC1 procedures, a statement of expected benefits and responsibilities will need to be prepared and agreed and the proposal considered by SC22 and by JTC1. Since WG22 was not aware of any initiative being taken in this regard by the OMG at present, no specific follow-on action could be identified at the present meeting. Action 1.3 : Mr. R. Minot (France) and Mr. H.F. Davis (United Kingdom) To explore possibilities for the OMG to seek Category C liaison with SC22 on behalf of WG22, prior to initiating any action at SC22 level. Status : new. 3.7 Procedures and conventions for joint meetings Questions were raised as to which rules will apply to the joint meeting of ECMA TC33-TGOO, JTC1/SC22/WG22 and the OMG PCTE SIG on 29-30 March in Cambridge, for example under the rules of which organization will the meeting be conducted ? who will Chair the meeting ? who is entitled to vote ? what status will decisions taken by the meeting have ? Mr. Minot responded that this meeting will be informal and exploratory, there will be no rules and no votes, a Chairman will be elected by those present, and that any decisions reached will have no formal status unless and until they become ratified by subsequent meetings of the separate organizations. This informality was accepted for the exploratory joint meeting in the present week, but it was decided that future joint meetings with other organizations, starting with the next meeting in June 1995, will be announced and structured so as to give formal status to all agreements reached. This modus operandi was unanimously accepted and is recorded in Resolution 1.2 (annex B). 4 Working procedures It was recognized as important to establish unanimously agreeable working procedures for WG22 from the outset, especially to enable work to proceed rapidly and smoothly in-between WG22 meetings. 4.1 Address list The Secretary reported that a WG22 address list had been created from responses received from SC22 national bodies to the request (WG22 N1) for nomination of WG22 members. The resulting address list was updated to include e-mail addresses and was circulated after the meeting (WG22 N15). It was unanimously agreed that the address list be restricted to representatives nominated by national bodies or by JTC1-appointed liaison organizations. 4.2 Electronic mail Mr. K.J. Simonsen (Denmark) volunteered to set up an e-mail reflector for WG22. This offer was unanimously accepted, with thanks. The e-mail address of the reflector was noted as : sc22wg22@dkuug.dk Action 1.4 : WG22 Secretary To provide Mr. Simonsen with the up-to-date WG22 address list including all e-mail addresses (WG22 N15) and continue to advise additions and changes as and when they occur. Status : new. It was unanimously agreed that the e-mail reflector be restricted to representatives nominated by national bodies or by JTC1-appointed liaison organizations. WG22 envisaged that e-mail should be used for discussions, working documents, defect reports, CDs, and meeting venue information and agendas. It was unanimously accepted and noted that the use of e-mail is not permitted for DISs or ISs. Finally, copies of a JTC1 secretariat letter on electronic publication/distribution plans were made available to WG22 for information purposes only (JTC1 N3396 : WG22 N7). 4.3 Storage of PCTE software problem reports Mr. K.J. Simonsen (Denmark) drew the attention of WG22 to the existence of an SC22 document of defect report processing considerations, containing a model as how defect reports should be prepared and handled (SC22 N1236). The Convenor proposed that henceforth WG22 adopt the term "defect report" in place of "software problem report", that WG22 adopt and use the SC22 model (SC22 N1236) in ASCII form, and that WG22 members send defect reports through the e-mail reflector as established in item 4.2 above. This proposal was unanimously accepted and is recorded in Resolution 1.3 (annex B). It was unanimously agreed, however, that the pool of about 120 existing comments on ISO/IEC 13719 should not be converted into the new defect report model format. Mr. S.J. Dawes as Project Editor volunteered to act as the focal point and storage system for defect reports, related discussion documents and proposed resolutions of defect reports. It was further proposed that draft corrigenda, summaries of related defect reports, discussions, and proposed resolutions of defect reports will be made available to all WG22 members as well-identified documents 2 months in advance of each WG22 meeting. These proposals were unanimously accepted and are recorded in Resolution 1.3 (annex B). 4.4 Review process Process for resolution of defect reports by WG22 The following process was unanimously agreed as the maintenance plan for ISO/IEC 13719 within WG22 : The current pool of about 120 existing comments will be addressed by an e-mail resolution process, for formal ratification at a WG22 meeting. Sets of proposed resolutions will be distributed 2 months in advance of each WG22 meeting, although additional proposed resolutions may be submitted into WG22 meetings if there is adequate time for review and discussion. The review process at WG22 meetings will result in a set of WG22-approved resolutions, then transformed into a draft Corrigendum which will be submitted into the established SC22 and JTC1 approval processes (consisting of a 3-month postal ballot within SC22, simultaneous with a comment procedure within JTC1). Process for approval of texts by WG22 The following process was unanimously agreed for approval of texts drafted outside of WG22 meetings, for which time constraints make it difficult or impossible to delay approval until the next WG22 meeting; prime examples of such texts being liaison statements from WG22 to other groups whose meeting schedules do not readily fit the WG22 meeting schedule : The author of the text will circulate the proposed text throughout WG22 via the e-mail reflector and indicate a date by which comments are acceptable, this date being at least 1 calendar month after the date the text goes through the e-mail reflector. If the comments process converges unanimously then the text is approved by WG22, otherwise review of the text is deferred to the next WG22 meeting. 4.5 Document distribution Document distribution procedures and reference numbering were briefly addressed. It was unanimously agreed : to use temporary document numbers to identify all documents tabled at WG22 meetings; to assign WG22 N-numbers only to those documents of ongoing reference value; that documents circulated by e-mail may be given WG22 N-numbers on request (in which case they will also be distributed in printed copy by post from the Secretariat); that WG22 N-numbers will be assigned only by the WG22 Secretariat, and that all WG22 N-numbered documents will be distributed in printed copy by post from the Secretariat; to review and revise the above procedures in the light of experience. 5 Review of possible work items for 1995 5.1 Maintenance of ISO/IEC 13719 Maintenance of ISO/IEC 13719 was noted as an obvious and on-going work item throughout 1995, the process for which had already been adequately addressed under items 4.3 and 4.4 above. 5.2 Development of object-oriented and fine grained data complementary standards Draft versions 1.0 dated March 1995 of object-oriented extensions (WG22 N11) and fine grain data extensions (WG22 N12) to the PCTE standard ISO/IEC 13719 were introduced by Mr. A. Argento (Italy), resulting from earlier joint work of ECMA TC33-TGOO and the OMG PCTE Special Interest Group. WG22 recognized and affirmed that this work is complementary to PCTE, comes within the established terms of reference for WG22, and therefore does not require creation and balloting of New Work Item Proposals. Instead it was agreed to propose that OO and FG work be identified by logical sub-division of Project JTC1.22.47 (item 5.7 below refers). Action 1.5 : Mr. S.J. Dawes and Dr. B.D. Bird (United Kingdom) It was unanimously agreed that Mr. Dawes and Dr. Bird as liaison officers will make the above two documents (WG22 N11 and WG22 N12) available to SC7/WG11 and SC21/WG3 respectively. Status : new. Two possible scenarios were then considered for the further development of the above two drafts and the process for their review and eventual adoption as ISO/IEC international standards : using the normal route within WG22, SC22 and JTC1 for the OO and FG specifications; or using the JTC1 fast-track procedure for DIS ballots on OO and FG standards. There was broad agreement that the overall objective is to achieve ISO/IEC international standards in a reasonable timeframe, hopefully before the end of 1996, but allowing full review and comments processes within all member nations. The WG22 representatives of Denmark, France, Italy, Switzerland, United Kingdom and United States indicated they would support use of the JTC1 fast-track procedure if member body comments could be reviewed prior to the fast-track DIS ballots being launched. Mr. K.J. Simonsen (Denmark) emphasized that his support would be conditional on a full comment and review process taking place, including opportunity to address comments at a WG22 meeting. Mr. R. Hodges (United States) indicated that he would prefer to see action taken within JTC1 to accelerate the normal process and then use that accelerated process for the OO and FG specifications, but until such time as this might be achieved he would support using the fast-track route for OO and FG. Mr. M. Yoshino (Japan) indicated that some members of his national body would not favour the fast-track approach, unless all national body comments can be fully taken into account before launching the fast-tracked DISs, so he would abstain from making a choice between the two approaches at present. A number of participants felt that it would be useful to know the point of view of SC22, as the parent subcommittee of WG22, on the acceptability or otherwise of using the JTC1 fast-track procedure for OO and FG. It was conjectured, however, that it is not the role of SC22 to give advance approval, or disapproval. It was also felt that national body representatives at WG-level, SC-level. and at JTC1-level, may have differing perspectives on the merits of using the fast-track procedure. In conclusion, it was unanimously agreed that Mr. Minot prepare a short paper for forwarding, as WG22 Convenor, to the SC22 Chairman, indicating that WG22 broadly favours using the JTC1 fast-track procedure for OO and FG, and seeking any useful input on the subject. It was also unanimously agreed that the next meeting of WG22 be planned as a joint meeting with ECMA TC33-TGOO and the OMG PCTE SIG and will be dedicated exclusively to OO and FG work. Action 1.6 : WG22 Convenor Summarizing the above discussion, the Convenor was mandated to draft the following documents, and transmit them through the WG22 e-mail reflector, with a 1-month time limit for WG22 members to comment : contribution from SC22/WG22 to SC22 on sub-division of Project JTC1.22.47 (see item 5.7 below), including identification of deliverables and target dates; letter to SC22 Chairman on intended use of JTC1 fast-track procedure for DIS ballots on OO and FG standards; liaison statement to ECMA TC33 advising SC22/WG22 plans regarding OO and FG. Status : new. 5.3 Development of new bindings : C++ and IDL Draft version 0.2, dated 20 March 1995, of IDL language bindings for ISO/IEC 13719 was introduced by Mr. A. Argento (Italy) (document WG22 N13). With top priorities being given by WG22 at present to the OO and FG work, it was unanimously agreed to consider the work on C++ and IDL bindings at the next-but-one WG22 meeting, i.e. in November 1995. 5.4 Impact of Ada 9x on Ada binding : ISO/IEC 13719-3 Mr. S.J. Dawes (United Kingdom) proposed that a study be initiated to consider the impact of Ada 95 (as it is, rather than Ada 9x) on the PCTE Ada binding. Action 1.7 : Mr. S.J. Dawes (United Kingdom) To take a preliminary look and prepare an initial paper for discussion. Status : new. It was unanimously agreed to explicitly invite contributions on this subject, for review at the next-but-one WG22 meeting, i.e. in November 1995. 5.5 Requirements for query service Action 1.8 : Dr. B.D. Bird (United Kingdom) It was unanimously agreed that Dr. Bird include this area as part of his liaison to SC21/WG3. Status : new. 5.6 Further subsetting A short exploratory discussion came to the conclusion that a preliminary study is needed to identify requirements, consider and collectively agree which subsets would be the most useful, and assess the technical feasibility. Action 1.9 : Mr. S.J. Dawes (United Kingdom) To prepare an initial paper, which will be distributed through the e-mail reflector for review and comment. Status : new. 5.7 Decision on main work items to be addressed in 1995 The following sub-division of Project JTC1.22.47 was unanimously agreed for proposing to SC22 for ratification (together with identification of deliverables and target dates) and is recorded in Resolution 1.4 in annex B to these minutes : 1.22.47 : PCTE 1.22.47.1 : PCTE; ISO/IEC 13719-1, 13719-2, and 13719-3 1.22.47.2 : PCTE; object-oriented extensions 1.22.47.3 : PCTE; fine grain data extensions 1.22.47.4 : PCTE; IDL bindings Action 1.10 : WG22 Convenor To advise and seek approval of SC22 for this recommended sub-division. Status : new. Further sub-division for : 1.22.47.5 : PCTE; C++ bindings, and 1.22.47.6 : PCTE; Ada 95 bindings was not however agreed upon. It was instead preferred to address these items at the next-but-one WG22 meeting, i.e. in November 1995, before seeking assignment of sub-Project numbers. 6 Maintenance of ISO/IEC 13719 Mr. Minot first brought the meeting up-to-date on the status of the ITTF publication process of ISO/IEC 13719. The DIS project editors are currently finalizing preparation of camera-ready prints of the three parts, following instructions from the ITTF for aligning the final documents with the ISO/IEC publication format. It was noted that ITTF rules do not allow paragraph reference numbers in the margins of ISO/IEC publications, so these reference numbers are being deleted. It can be expected that the ITTF will publish ISO/IEC 13719 about 4 weeks after the camera-ready prints are received and accepted. 6.1 Review of comments to be treated Two documents were introduced by JTC1.22.47 Project Editor Mr. S.J. Dawes containing the totality of outstanding comments on ISO/IEC 13719 : comments received on ISO/IEC 13719 : PCTE - comments version 1, 21 December 1994 (SC22 N1790 : WG22 N3); further comments received on ISO/IEC 13719 : PCTE, 20 March 1995 (WG22 N14). A start was made to address and resolve these comments, looking at each comment in turn, in EP comment number sequence, and deciding whether to accept the resolution as proposed (in WG22 N3 and/or WG22 N14) or, failing that, identifying a course of action that would lead to resolution of the comment. A summary of the outcome of all the comments reviewed by the meeting is given below. EP-4041 : Dr. Bird to study further and propose solutions. EP-4068 : Dr. Bird to discuss with Mr. Kirby to see whether there is really a problem with solution (a). EP-4069 : Mr. Dawes to propose wording. EP-4071 : Dr. Bird to formulate a proposal along more specific lines than the discussion given in the further comments document (WG22 N14). EP-4128 : Mr. Dawes to produce wording. Status : new. 6.2 Resolution of multi-byte character set comment EP-4310 (Japan) was acknowledged as the single most important comment to be addressed. The subject was favourably reviewed based on the commentary and discussion recorded on pages 6-8 of the version 1 comments document (SC22 N1790 : WG22 N3). Action 1.12 : Mr. M. Yoshino (Japan), Mr. K.J. Simonsen (Denmark) and Dr. B.D. Bird (United Kingdom) For the way forward on EP-4310, Mr. Yoshino, Mr. Simonsen and Dr. Bird agreed to pursue the remaining details to be resolved by e-mail. Status : new. Action 1.13 : Mr. S.J. Dawes (United Kingdom) On a related point, Mr. Dawes agreed to prepare one or more draft proposals for alternate character synonym possibilities, for discussion and review by WG22 members by e-mail. One possibility mooted was to use /S for $, /T for ~, and /H for #. Status : new. 7 Report to JTC1/SC22 Action 1.14 : WG22 Convenor The Convenor indicated he will prepare a short report from WG22 to SC22 and distribute it through the WG22 e-mail reflector for comments, with a view to finalization well in advance of the SC22 meeting planned for Annapolis in September 1995. Status : new. 7.1 Recommendations regarding liaison with SC21/WG3 Documents on Repository standards work, initiated by SC21 (as SC21 N8906), were noted; the collection of papers had been circulated within SC22 (as SC22 N1786) and JTC1 (as JTC1 N3397 and JTC1 3162), and will now be copied in circulation within WG22 (as WG22 N10). Action 1.15 : Dr. B.D. Bird and Mr. S.J. Dawes (United Kingdom) It was noted that a report of the position and recommendations of WG22 to the issues raised in the SC21 document needs to be prepared for the SC22 September 1995 meeting so, as liaison officer from SC22/WG22 to SC21/WG3, Dr. Bird was asked to lead this action. It was agreed that Dr. Bird and Mr. Dawes will together prepare a draft paper, based upon discussion in earlier e-mail correspondence, for review at the next meeting of WG22 in June 1995. Status : new. 8 Next meetings : dates, locations, plans 2nd meeting JTC1/SC22/WG22 The next, 2nd meeting of SC22/WG22 will be held on 14-15 June 1995 (two whole days) and will be a joint meeting of JTC1/SC22/WG22 and ECMA TC33-TGOO and the OMG PCTE SIG. The meeting will be located in Paris, Louveciennes or neighbourhood, kindly organized by Mr. Minot (France). It was recognized and accepted that the timing for this meeting will unfortunately not permit the required period of advance notice. Action 1.16 : WG22 Convenor and Secretary Venue details and an agenda will be advised in due course when arrangements become firm. Status : new. The meeting will be followed by the 34th meeting of ECMA TC33 on the morning of 16 June 1995, to which members of SC22/WG22 will be welcome to attend as observers. 3rd meeting JTC1/SC22/WG22 The 3rd meeting of SC22/WG22 is tentatively envisaged for 13-15 November 1995 in Chiba, Japan, in the context of OMG meetings planned for the whole week of 13-17 November. Neither the date nor the location are firm at present; WG22 members will be advised as and when plans become confirmed. It is envisaged to hold : an opening plenary meeting of SC22/WG22 on the morning of 13 November; a joint meeting of SC22/WG22 and ECMA TC33-TGOO and OMG PCTE SIG on 13 November (afternoon) and 14 November (whole day); a closing plenary meeting of SC22/WG22 on the morning of 15 November. The meeting will be followed by a plenary meeting of ECMA TC33 on the afternoon of 15 November, to which members of SC22/WG22 will be welcome to attend as observers. 9 Other business No other business was raised so Mr. Minot declared the meeting adjourned at 15:00 hours on Tuesday, 28 March 1995. Resolution 1.3 : Processing of defect reports Submission of SC22/WG22 defect reports on ISO/IEC 13719 (PCTE) will use the defect report model defined by SC22 (document SC22 N1236) in ASCII form and be distributed within SC22/WG22 via the SC22/WG22 e-mail reflector. Further, the SC22/WG22 Project Editor will act as the focal point and storage system for defect reports, related discussion documents and proposed resolutions of defect reports. Draft corrigenda, summaries of related defect reports, discussions, and proposed resolutions of defect reports will be made available to all SC22/WG22 members as well-identified documents 2 months in advance of each SC22/WG22 meeting.
