Was it the intent of the POSIX 9945-2 standard to change historic
practice by requiring that ^Q be used to escape the next character?
Historic practice is that it be used as a flow control character,
and that it only be used as a literal next character if it is not
already used for flow control.

The rationale on pg1009 ll10603-10609 shows the expected behavior if
ctrl Q is currently being used as a flow control char. Its
status as a ctrl char overrides the wording in section 5.35.7.
