1. MANAGEMENT SUMMARY:

1.1 JTC 1/SC22 WG11 Statement of Scope

Development of ISO/IEC Standards and Technical Reports related to Binding
Techniques and (Programming) Language Independent Issues.

1.2 Project Report

1.2.1 Completed Projects

JTC1.22.14 -- TR 10182:1994: Language Bindings Guidelines

JTC1.22.16 -- ISO/IEC 13886:1996 - Language Independent Procedure Calling

JTC1.22.17 -- ISO/IEC 11404:1996 - Language Independent Datatypes

JTC1.22.28 -- ISO/IEC 10967-1:1994 - Language Independent Arithmetic,
Part 1: Integer and Floating Point Arithmetic

JTC1.22.46 -- TR 14369:1999 - Guidelines for the Preparation of Language
Independent Service Specifications

1.2.2 Projects Underway

JTC1.22.33 -- FCD 10967-2 - Language Independent Arithmetic,
Part 2: Elementary Numerical Functions
The FDIS is expected in July 2000.

JTC1.22.33 -- WD 10967-3 - Language Independent Arithmetic,
Part 3: Complex Floating Point Arithmetic and Complex Elementary
Numerical Functions
The work on this part of IS 10967 starts as soon as the FDIS of part 2 is
submitted to ITTF. A first working draft is expected by September 2000.

1.3 Cooperation and Competition

The WG11 documents are mainly produced to be used by other programming
language committees. Therefore, WG11 maintains liaisons with many of the
SC22 WGs.

In order to improve the usability of the WG11 documents, especially outside
JTC1, it would be benificial to make these documents publicly available.
The WG11 documents are intended for standards writers, and making them
publicly available increases their visibility, thereby enhancing the
possibility of interoperation between various specifications.

Note that ISO/IEC 11404:1996 is already publicly available (see SC22 N2819
and N2860).

2. PERIOD REVIEW

2.1 Market Requirements

There are no clearly defined market requirements for the WG11 projects;
however several ISO/IEC standards make reference to the documents. There
is thus apparently an indirect market requirement.

2.2 Achievements

Despite the sometimes small participation in WG11, a number of high quality
ISO standards have been produced.

During the period covered, TR 14369:1999 - Guidelines for the Preparation
of Language Independent Service Specifications was published.

2.3 Resources

WG11 resources have been a problem for the past years, and continue to be
so. Attendance is very low, and project editors are difficult to find.

3. FOCUS NEXT WORK PERIOD

3.1 Deliverables

A first WD for LIA-3 should be prepared.

3.2 Strategies

3.2.1 Risks
Participation is a clear risk for the progression of the WG11 work.

The SC22 Member Bodies are invited to provide resources so that WG11 at
least can finalize its current work items.

3.2.2 Opportunities
No further opportunities have been identified.

3.2.3 Work Program Priorities
The finalization of LIA-2 has the highest priority.
Furthermore, a revision of ISO/IEC 11404:1996 is considered. A roadmap for
this work will be presented in the summer of 2000.

4. ADMINISTRATIVE INFORMATION

4.1 WG11 Liaisons

Liaisons exist with the following SC22 WGs: WG2 - Pascal, WG3 - APL, WG4 -
COBOL, WG9 - Ada, WG14 - C, WG20 - Internationalization and WG22 - PCTE.
Also, a liaison representative from SC26 (Micro Processors) to WG11 has
been appointed.

Informal liaisons also exists with SC22/WG13 - Modula-2, SC22/WG17 - Prolog
and SC2 - Characters.

5. SC22 PLENARY ACTIONS RELATED TO WG11

5.1 Projects Not Reaching CD Stage Within Three Years of NP Approval

With reference to SC22 N3103: the work on LIA-3 (project 22.34) is started
after LIA-2 was finalized and is now well underway. A first draft for SC22
Review and Comment is expected by fall 2000. Therefore, WG11 requests SC22
to authorize an extension of the project.

5.2 Standards for Periodic Review

With reference to SC22 N3044:

- for ISO/IEC 11404:1996 - Language-Independent Datatypes, WG11 recommends
a revision; a roadmap document for the revision will be available before
 the Plenary;
- for ISO/IEC 13886:1996 - Language-Independent Procedure Calling, WG11
 recommends confirmation of this standard.

5.3 WG11 documents publicly available

In order to give the WG11 documents a higher visibility, especially outside
JTC1, WG11 asks SC22 permission to make the following documents publicly
available through the WG11 WWW homepage:

- TR 10182:1994: Language Bindings Guidelines

- ISO/IEC 13886:1996 - Language Independent Procedure Calling

- TR 14369:1999 - Guidelines for the Preparation of Language Independent
Service Specifications.
